Items that received a minimum of 70% support were forwarded to the WBCA Division I Conference Captains for approval and then onto the NCAA Division I Women's Basketball Issues Committee (WBIC). The proposals that were forwarded with the intent of entering this year's cycle are as follows:

Do you support prohibiting April phone calls to prospects until the
WBCA National Convention and Women's Final Four have concluded (Thursday)?
Telephone Calls to Prospects - Exception - Women's Basketball.
Recommendation. That the Division I Championships/Competition Cabinet
request the Management Council use its authority to consider noncontroversial
legislation to amend Bylaw 13.1.3.1.3 to provide that the one telephone
call, which may be made to a prospect (or the prospect's relatives or
legal guardian(s)) during the month of April, may not be made until the
Thursday after the conclusion of the Women's Final Four.

Options related to NCAA Event Certification guidelines.
Basketball Event Certification - Women's Basketball.
Recommendation. That the Division I Championships/Competition Cabinet
sponsor legislation to amend NCAA Bylaw 30.17, which sets forth the criteria
for event certification in women's basketball to: (a) Require qualified
medical personnel (e.g., certified athletic trainers) to be present at
an event; (b) Preclude athletically-related activities from beginning
before 8 a.m. on a given day and to require the last athletically related
activity to begin not later than 10 p.m.; (c) Limit prospects to participating
in no more than five games over a rolling two-day period with no more
than three games on any given day; and (d) Price of event packets must
be listed on application and coaches made aware of price prior to arrival
at event.

With the passage of proposal No. 2005-131-B - Playing and Practice
Seasons, effective August 1, 2006, women's basketball must return to two
(2) hours of skill-related instruction outside the playing season. In
addition, more than four (4) student-athletes from the same team may be
involved in skill-related instruction with their coaches from September
15 through April 15 only. Do you support a proposal to move this date
from April 15 to April 30, due to the scheduling demands on coaching staffs
during the first two weeks of April?
This question was being considered for support by a conference.
Once the July 15 deadline to submit legislation for the 2006-07 cycle has passed and the proposals have been made available by the NCAA, the WBCA will compile all WBB-related legislation proposed and make it available for your review by the week of August 21.
National Letter
of Intent Information
This year's early signing period for the National Letter of Intent (NLI)
begins after 7 a.m. (local time) on November 8 and runs through November
15, and a corresponding dead period runs from November 6 - 9, 2006. Below
is a quick checklist of "Do's and Don'ts" during the signing
period:
Do's:
You CAN express mail, courier, e-mail or fax the NLI and tender
to a prospect.
You CAN hand-deliver the NLI and tender to a prospect if she is
on campus for an official visit.
You CAN make phone calls to a prospect during the dead period.
Make sure the NLI is issued with a year-long financial tender.
Make sure the NLI and tender is signed by the prospect AND a parent
within 14 days of being issued.
An institution CAN provide a pre-paid envelope to the prospect
to mail the signed NLI back to the institution.
An institution CAN, following a prospect's signing of the NLI,
release information related to the prospect's signing to any media outlet
with no limitations on the number of times the information may be released.
Don'ts:
You CANNOT hand-deliver the NLI and tender to a prospect off-campus.
You CANNOT be present when the prospect signs the NLI.
You CANNOT announce the signing of a prospect to the media until
both the NLI and tender are approved by the compliance office.
